Well Konami surprised the PC gaming community a while back when they announced that Metal Gear Solid V: The Phantom Pain for the PC would be announced at the same time that console versions release was. Originally the release date was set for September 15, several weeks after the console versions, but thankfully the date got bumped up.
However it seems there’s still a bit of bad news to go with the good and Metal Gear Community Manager Robert Allen Peeler announced via a tweet that the PC version will not have a preload option.

While that may not seem like a big deal, the truth of that means that come release day, everyone is going to be fighting for bandwidth as the Steam servers that will be hosting the files, fight to stay alive. Give the option to preload would have allowed gamers to slowly download the title over a period of time and then unlocking once the release day hits. This sucks, I know it does but at least we’re getting the game, we’re just going to have wait for it download on release day. And at 28GB, it may take some time for a lot of folks, especially those with slower or bad internet connections.
