As the world is still continuing from the COVID-19 , some conventions have decided to cancel for the safety of the public. Whether conventions in the second half of the year will be held seems to hold steady for now. Local New York Anime and Manga Convention of Anime NYC is still set for this year and selling general admission tickets. Just today they opened applications for professionals, press and bloggers. For those who have the question of what will happen if people already bought/applied for tickets but later decides to cancel, know they will offer options to either a full refund or rollover to next year’s convention of 2021.
Confirmed with them as shown via their social media accounts:

It is also said in the thread that they are continuing to discuss with the Javits Center and New York City daily as the situation develops. It was told by the city that it was recommended to continue as scheduled.
We speak regularly with the City of New York and Javits Center, and both have recommended we continue to plan, and we're posting all our coronavirus updates here – https://t.co/VWExMl4RpB
